The transitional authorities in Guinea announced, on Friday April 15, on the occasion of the opening of the « inclusive consultation framework », ten « key stages » as prerequisites before the organization of the presidential election which will allow the return of power to the civilians.
These steps were communicated by the Minister of Territorial Administration and Decentralization, Mory Condé.
He specifically mentioned the general census of the population, the administrative census for the purpose of civil status, the establishment of the electoral register, the drafting of the new Constitution, the organization of the referendum ballot, the drafting of the texts of organic laws, the organization of local and then legislative elections, the establishment of national institutions resulting from the new Constitution, and finally the organization of the presidential election.
However, this program is not accompanied by a timetable, which therefore leaves the precise date of the presidential election unclear, to the great displeasure of the Guinean opposition and the Economic Community of West African States. the West (ECOWAS) who are demanding an electoral deadline.
Last month, ECOWAS asked the military junta to propose an “acceptable timetable for the transition”, “by April 25 at the latest”, at the risk of subjecting the country to broader “economic and financial sanctions”. For the time being, only individual sanctions weigh on the military in power.
As a reminder, a coup perpetrated by Colonel Mamady Doumbouya overthrew the Alpha Condé regime last September.
