The Guinean authorities and the Economic Community of West African States (ECOWAS), through its mission for Guinea-Conakry, reached a compromise on Friday on the duration of the transition, i.e. two years instead of three advocated by the head of the junta, Colonel Mamady Doumbouya.
« Fixed in agreement with ECOWAS, in a dynamic compromise, the duration of the transition to 24 months, takes effect from January 1, 2023 », informs a press release from the presidency. In the same vein, a text from ECOWAS indicates that “in a dynamic compromise, experts from ECOWAS and Guinea have jointly developed a consolidated transition schedule spread over 24 months”.
The calendar will be presented to the next ECOWAS summit “for its approval in order to trigger its implementation”, specifies the mission of the West African organization which stayed in Conakry from October 17 to 21.
The document of the presidency mentions ten stages for this transition, namely the general census of the population, the census of civil status, the establishment of the electoral register, the development of a new constitution and the organization of a referendum on the new Constitution.
The elaboration of the texts of the organic laws, the organization of the local and municipal elections, the organization of the legislative elections, the installation of the new institutions resulting from the new constitution and the organization of the presidential election, are as many other moments that will punctuate the transition.
The military junta in control in Guinea was often in tension with the sub-regional organization due to disagreements over the duration of the transition. ECOWAS threatened Conakry with sanctions if the authorities persisted in running the country for three years. This time, the two parties will be able to travel together.
Some Guinean political leaders have welcomed this compromise, provided that no party questions it until the elections that will return power to civilians.
