The president of the transition in Guinea, Colonel Mamady Doumbouya, reiterated, Tuesday, February 21, his desire to leave power at the end of the transitional period, at the end of 2024.
He spoke at the opening of a symposium on the drafting of a new Constitution, at the seat of Parliament. “We will of course organize the transition but we will not be part of the post-transition. For us, it is clear and it must be,” he told members of Parliament and local and foreign magistrates.
For the head of the military junta, who overthrew the regime of President Alpha Condé on September 5, 2021, there is therefore no doubt that power will be handed over to civilians in the next presidential election.
Regarding the new law, Doumbouya drew attention to a “poorly crafted Constitution”. “We don’t want to resume the transition, because our countries need tranquility and not permanent transitional periods. I would like (…) that we can reflect, put in place a strong Constitution. A Constitution adapted to our needs”, declared the president.
“We are not going to write a Constitution every 10 years. We are going to make a Constitution that will stand the test of time. And which can be useful to our children. And it will not be a constitution that will be tailor-made, because we ourselves will not be part of the measure, ”he insisted.
The head of the junta also stressed that “it is not a question of taking the Constitution next door and photocopying it to write” a new law.
Finally, he specified that “it is the people of Guinea as a whole who will adopt the Constitution by referendum”. The process of drafting the new Constitution should be completed before the end of 2023, according to concordant sources.
