The Ivorian President, Alassane Ouattara, on Tuesday submitted to parliamentarians gathered in congress in Abidjan, a « constitutional amendment », in accordance with article 177 of the Constitution.
“The modernization of the Institutions to which I committed myself upon my accession to the supreme magistracy resulted in the adoption of the new Constitution of November 8, 2016, that of the 3rd Republic, to endow the State of Côte d’ Ivory of credible and stable institutions”, first indicated the Head of State.
He defended that « the Constitution must be dynamic, embrace the spirit of the times and above all strengthen the efficiency of the Institutions of the Republic and their functioning », before putting a new amendment on the table.
The proposed changes “are aimed, among other things, at the establishment of two ordinary sessions in Parliament, one from January to June and the other from October to December, as well as the elections of deputies and senators”.
Ouattara explains that the establishment of two ordinary sessions aims, for the sake of efficiency, to allow more speed in the examination and adoption of bills submitted to Parliament by the government, by making the working period coincide. parliamentary and governmental work; what the single session did not allow.
With the establishment of the two ordinary sessions, he continues, the government holidays, in August, will take place during those of Parliament which will be from July to September.
As for the elections of deputies and senators, they will take place after the presidential election, in the last quarter of the year, proposed the Head of State.
Regarding the next municipal and regional elections, scheduled for September 2, the president hoped that they “would take place in a climate of peace, respect and fraternity, for the strengthening of our democracy”.
