The President of the Transition of Mali, Colonel Assimi Goïta, promulgated, on Saturday July 22, the new Constitution of the country; emphasizing, in a speech to the Nation, that « the act of promulgation of the Constitution (…) thus opens the way to the birth of the 4th Republic of Mali ».
“It is with great pride and hope that I have just signed the text of the Constitution adopted by the people during the referendum of June 18, 2023, of which the Constitutional Court proclaimed the final results on July 21,” said said the head of state.
He continued by affirming that « the demand formulated by the people during the national meetings of the refoundation has just been concretized by this signature which constitutes the culmination of a truly historic process during which our people have shown their great maturity. and his high sense of responsibility ».
Colonel Assimi Goïta welcomed the results of the referendum, saying that « the people expressed themselves for the new Constitution with a significant majority of 96.91% of the votes cast ».
For him, this result is « indisputable proof of the thirst of Malians to give themselves a new chance for a new start ».
The President explained that “the new Constitution lays the foundations of a democratic system which is nourished by an endogenous and social vision while enriching external contributions. We have demonstrated that we can modernize our state without denying ourselves”.
Unsurprisingly, some parties denounced the promulgation of the new Constitution, recalling, among other things, the many irregularities that had marred the ballot.
But the Economic Community of West African States (ECOWAS) spoke, through a press release, of a “crucial step for the return to normal constitutional order”.
The sub-regional organization launched “an appeal to the authorities of the Transition (…) to work to further mobilize all the components of the country, without exclusion, around the upcoming deadlines in the implementation of the Chronogram of the Transition ».
