Mali adopts a new charter

The National Transitional Council (CNT) in Mali approved, Monday, unanimously (120 votes for, 0 against and 0 abstentions), the revision of the charter of the transition, during a plenary session.

This Council, which acts as a legislative body, was invited by a presidential decree to amend the charter, taking into account the recommendations of the National Conference which would reflect the expectations of the people.

Among the changes made is the increase in the number of parliamentarians from 121 to 147; the abolition of the post of vice-president of the transition; the inability of the transitional president (Colonel Assimi Goïta) to run for the next presidential and legislative elections; the amnesty voted for the perpetrators of the last two coups.

The new charter does not set the duration of the transition or the date of future presidential and legislative elections. “The duration of the transition is still the subject of discussions and negotiations between the government and the partners. These modifications are being made in accordance with the recommendations of the national conferences”, explained Youssouf Z. Coulibaly, a member of the CNT, adding that “delays of 6 months to 5 years have been recommended”.

Initially, the military junta had set the duration of the transition at 18 months. But she had to reconsider her decision, to align herself, according to her, with the recommendations of the National Conference, to the chagrin of ECOWAS which demanded respect for the February 2022 deadline.
