
The first vice-president of the National Assembly in the Democratic Republic of Congo (DRC), Jean-Marc Kabund, was offended, Wednesday, February 16 in a correspondence, against the president of the Lower House of Parliament, Mboso Nkodia, that he accuses of refusing to sign “an exit permit” to seek treatment in Great Britain.
Kabund refers to a request he had sent to his superior, accompanied by a medical report, and which would have « remained unanswered so far ». The report, describing his state of health, requires his « medical evacuation to Great Britain, following the trauma suffered in the left knee », he said.
The first vice-president of the National Assembly denounces « this inaction continues to undermine above all (his) right to freedom of movement, which is guaranteed by the Constitution of the Republic ». For him, « this right is not negotiable », especially since the deputies are currently « on parliamentary vacation ».
He also protests against « a deliberate violation » of the Rules of Procedure of the Lower House of Parliament, in its article 109, paragraph 5, which stipulates that « the national deputy has the right to medical evacuation for himself, his spouse and his dependent children, accompanied by a doctor and a nurse ».
Kabund continues to record setbacks since he announced, on January 14 on his Twitter account, his resignation from the post of first vice-president of the office of the National Assembly; a resignation that he never formalized by filing a letter with the office of the National Assembly.
He had taken this initiative to want to leave office after his residence was ransacked by the presidential guard. The latter had taken revenge for the humiliation inflicted on one of its members by Kabund’s bodyguards.
If this national deputy no longer wants to resign, according to his relatives, the elected representatives of his party, the Union for Democracy and Social Progress (UDPS, in power) and those of the Sacred Union have disavowed him. UDPS officials are threatening to oust him by a motion of no confidence if he does not submit his resignation before the return to parliament next March.
More than that, the Democratic Convention of the Party (CDP) of the UDPS dismissed Kabund from his functions as interim president of the political party, just as it permanently excluded him from the party. in his charge, the national disciplinary commission takes the following sentences: forfeiture of Mr. Jean-Marc Kabund, of all his functions within the UDPS”, had declared the CDP on January 29th. A real descent into hell in a short time.
