The foreign armed groups present in the east of the Democratic Republic of the Congo (DRC) are invited to « immediately disarm » and to « return to their country of origin », such is the appeal launched on Tuesday by the members of the Council of United Nations security, according to a press release published Wednesday on the UN website.
This Council expressed, in a statement, its concern at the increase in « attacks » and « provocations » against civilians and the UN Mission in the DRC (MONUSCO), recalling that the attacks targeting the soldiers of the peace could constitute « war crimes » under international law.
He said that « the activity of armed groups threatens to reverse the hard-won gains in security and stability in the region and to exacerbate the current humanitarian situation ».
Council also recalled that the primary responsibility for the safety and security of United Nations civilians, personnel and property rests with host States, before urging all actors concerned to put an end to violence, violations of human rights and international humanitarian law.
To the attention of the Congolese armed groups, the members of the Council asked that they participate unconditionally in the Program of disarmament, demobilization, community recovery and stabilization.
The DRC is currently threatened by the M23 rebellion which clashes with the Congolese army in the east of the country and which, according to the authorities in Kinshasa and other national and international observers, is supported by Rwanda.
