Mali: The CSP-PSD does not recognize the new Constitution

The Permanent Strategic Framework for Peace, Security and Development (CSP-PSD) in Mali indicated, in a press release published on Wednesday, that it cannot recognize the text of the new Constitution, taking into account “irregularities which have marred all the process of this Constitution which is neither inclusive nor consensual”.

The CSP-PSD which brings together the Signatory Movements of the Agreement for Peace and Reconciliation in Mali resulting from the Algiers Process, in this case the CMA, the Platform of the Movements of June 14, 2014 of Algiers and part of the movements of inclusivity, regrets that these observations made before the referendum of June 18 have not been taken into account.

Also, the framework informs national and international opinion that in the areas it controls, particularly the Kidal region and almost all the localities (municipalities and circles) of the regions of Azawad / Northern Mali, no vote took place on June 11 or 18, with the exception of the capitals of the regions and circles of the Gao region, Timbuktu and Ménaka city where the ballot boxes were stuffed without restraint.

Moreover, speaking about the request of the Malian authorities for the “withdrawal without delay” of the UN Mission in Mali (Minusma), the CSP-PSD said it was dismayed by the said request made during the last meeting of the UN Security Council, and warns against the direct consequences on populations already weakened by terrorism and underdevelopment.

Need it be recalled that the Minusma, in addition to its multidimensional mission, is the linchpin of the parties guaranteeing the implementation and monitoring of the Agreement for Peace and Reconciliation in Mali resulting from the Algiers process, s questioned the CSP-PSD.

Recalling that one of the initial missions of the Minusma is the multifaceted support to the peace process, the Executive believes that the withdrawal of the Minusma will be a fatal blow deliberately against the Peace Agreement whose implementation is sluggish since its signature and for which the Malian government bears full responsibility.

Consequently, the departure of the Minusma without any other credible alternative would constitute a threat to security in Mali and the entire region, supports the CSP-PSD which, saying that it is aware of this unequivocal state of facts, requests renewal of its mandate, concludes the press release signed by its spokesperson, Mohamed Elmaouloud Ramadane.

Note that the results of the referendum are expected this Friday, June 23.
